Compliance with the Public Sector Salary Disclosure Act for the NHS

Since 1996, the Province of Ontario under its "Public Sector Salary Disclosure Act" has required all organizations that receive public funding to disclose annually the names, positions, salaries and taxable benefits of employees paid $100,000 or more a year.

The Public Salary Disclosure Act, requires all public organizations that receive transfer payments from the Province of Ontario of at least $1 million or 10 per cent of their gross revenues (if the amount is more than $120,000) to comply with the legislation. The public sector organizations affected by this legislation include the Ontario Public Service, the legislative assembly, provincial crown corporations, municipalities, school boards, colleges, universities and hospitals. The legislation requires salary disclosures for the calendar year
2008 for the Niagara Health System (NHS) by March 31, 2009.

Payment for over-time, on-call coverage, retro-active salary entitlements as well as responsibility payments for employees covering dual roles were included in salaries of $100,000 and greater paid out in 2008.

The NHS has an annual budget of approximately $370 million, 4,300 employees, 600 medical staff members and 1,100 volunteers. The NHS is comprised of the Douglas Memorial Site (Fort Erie), Greater Niagara Site (Niagara Falls), Niagara-on-the-Lake Hospital Site, Port Colborne Site, St. Catharines General and Ontario Street Sites (St. Catharines), and Welland Site.
